Interesting points — just not sure that I’d wait until high school. Even as early as primary/elementary school, students acquire enough mathematical knowledge to give shape to Mathematical Thinking. Problem Solving should be a staple of the curriculum; the specifics will naturally evolve as students acquire more knowledge and experience, but the Thinking must be suffused throughout.
